Higher Education Report Card
In 2012, UCSA developed a rubric to track legislators’ votes affecting students and California higher education. The results are tracked in UCSA’s Higher Education Report Cards, in which legislatures receive grades based on whether they vote “Yes” or “No” on UCSA supported legislation.

Explaining HERC
Bills are weighted according to the following formula:
GRADE – Breadth of student population x Depth of impact for that population
BREADTH – (1,2,3) corresponds to (Sizeable, Majority, Entire Student Population)
DEPTH – (2,4,5) corresponds to (Significant, Very Significant, Massive impact on students)
*Authorship of UCSA supported bills also earns legislators 2 “bonus” points
